By the end of the week, the Civil Servants of the Ministers and other high-ranking Officers were not able to formulate a document which all Parties would sign.

The Ministers had agreed upon the difficult points, but, then the lawyers and other experts proclaimed that is was too difficult to define, as a "legal document from Bonn".

So, what was decided in Bonn?

Not that much. So the delegates proved, some four or five days after that heroic Plenary Meeting, that Monday morning.
Therefore, much tension is already building for the UN Climate Summit in Marrakesh, Morocco, this year, in November.
