The European Commission submitted the requests to other WTO member states in July 2002 as part of the GATS negotiations, but has since then rejected civil society demands for transparency. The leaked documents reveal how the European Union is putting pressure on particularly developing countries to open up their services sectors (including drinking water, energy and public transport) for E.U.-based corporations. The E.U. has for instance demanded that European water corporations get further access to the drinking water sector in countries like Bangladesh, Botswana, Brazil, Tanzania and Mozambique.
