Pronk expressed his gratitude for their "many contributions in this process".
Dobriansky did not read out out the grave criticism written on a piece of paper in front of her: "The percentages with which the emission of greenhouse gasses has to be decreased have no scientific basis or effect on the environment, taking into account the global character of greenhouse gas emissions and the exclusion of developing countries from the Kyoto Protocol, due to lack of reduction of soot and smog."

The U.S. explains their continuing participation in
the negotiations by their participation in the main environmental conference in Rio de Janeiro (1992), when the U.N. Framework Convention on Climate Change (UNFCCC) was signed. (This is the United Nations’ framework agreement on tackling climate change.)

observer remarked, "When people speak with jubilation of an historic agreement to deal with one of the biggest problems of the future, and the Americans realise that they are not part of it, they will blame Bush. It is also of historic importance that there is a global agreement in which the U.S. does not have the leading role. This role has been taken by Europe."
In Bonn, Chairman Pronk had done everything not to offend the Americans. Even before the Conference started, he stressed to Dutch journalists that he wanted an Agreement that is friendly towards the U.S.
