But Tokyo and Pyongyang have also yet to set a date for the security talks.The bilateral negotiations have since been stalled because Tokyo and Pyongyang remain split over the possibility of a reunion in Japan of the families of five Japanese abductees.

The five returned to their homeland Oct 15 for the first time since being abducted in 1978, leaving their family members in North Korea behind.

In late October, the Japanese government decided not to send the five back to North Korea, and demanded that Pyongyang allow their family members to come to Japan.

North Korea has refused the request saying that Tokyo breached an agreement that the homecoming visit to Japan would only last for up to two weeks. (Kyodo News)
