Al-Qabas said that Saddam Hussein - after escalation of the American rhetoric to topple his regime, especially following the events of September 11 - once again summoned Hassan al-Miguid and after asking him to re-propose what took place in the Rabat meeting, decided to return to the American offer.
One of Saddam's aides conveyed the idea to an unnamed Arab state which is on good terms with the U.S. However, the Arab state informed the Iraqi official that the U.S. had taken steps that mean it can no longer positively reconcile itself with the Iraqi regime.
