(d) the deportation, forcible transfer and expulsion of Bosnian Croats, Bosnian Muslims and other non-Serb civilians from their homes and villages by force, intimidation and coercion; and
(e) the wanton and extensive destruction, plundering and looting of the property of Bosnian Croats, Bosnian Muslims and other non-Serb civilians including dwellings, businesses, personal property and livestock."
The municipality of Bosanski Samac was a combination of two municipalities, Bosanski Samac and Odzak, in north-western Bosnia-Herzegovina on the border with Croatia. They are also in what is called the

On February 29, 1992, Serbian authorities announced the formation of a separate
"Serbian Municipality of Bosanski Samac". The intent was to link the Krajina Serbs in Croatia with Serbia and the Serbian dominated regions of Bosnia-Herzegovina.
Stevan Todorovic became the Chief of Police of Bosanski Samac after the military take-over on April 17 1992. Until then, he was an executive in a wicker furniture factory.
As Chief of Police, he was a member of the Serb Crisis Staff, which oversaw the
"ethnic cleansing" of the area.

Initially, Mr. Todorovic was one of five co-accused in the "Simic & others" case. He is expected to testify against them.
The trial of Blagoje Simic, Milan Simic, Miroslav Tadic and Simo Zaric began September 10. They are charged with crimes similar to those of Mr. Todorovic.
