Just ask the leaders of North Korea, Israel, Pakistan, India, Russia and the U.S. Deterrence and regional "balance of power" considerations were obvious factors in Saddam's efforts in the 1980s to develop nuclear weapons. Not the only factors, but factors nonetheless.
