When Cowards are in Office, Evil Rules

George W. Bush – in true Cowboy Movie fashion – has given Saddam Hussein 48 hours to get out of town. If the Iraqi President does not comply, the United States will rescue the Iraqi people – by destroying them.

The Bush Administration has often expressed its contempt for International Law and has repeatedly told the world that the United Nations would be irrelevant if it did not do its bidding.

Sadly, U.N. Secretary-General Kofi Annan has done Bush’s bidding and made the United Nations appear irrelevant.

In an abysmal betrayal of all that the U.N. stands for, Mr. Annan has ordered all U.N Staff out of Iraq. There are those who may say that it is Mr. Annan’s duty to protect U.N. Staff – and this is true. It is also his duty to uphold the Charter of the United Nations.

The Charter opens with these words:

PREAMBLE
WE THE PEOPLES OF THE UNITED NATIONS DETERMINED
to save succeeding generations from the scourge of war, which twice in our lifetime has brought untold sorrow to mankind, and
to reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small, and
to establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, and
to promote social progress and better standards of life in larger freedom,
AND FOR THESE ENDS
to practice tolerance and live together in peace with one another as good neighbours, and
to unite our strength to maintain international peace and security, and
to ensure, by the acceptance of principles and the institution of methods, that armed force shall not be used, save in the common interest, and
to employ international machinery for the promotion of the economic and social advancement of all peoples,
HAVE RESOLVED TO COMBINE OUR EFFORTS TO ACCOMPLISH THESE AIMS
Accordingly, our respective Governments, through representatives assembled in the city of San Francisco, who have exhibited their full powers found to be in good and due form, have agreed to the present Charter of the United Nations and do hereby establish an international organization to be known as the United Nations.

Armed force is now being used against a defeated nation which is now also threatened with a “Shock and Awe” war which is intended to cause massive civilian casualties – a definite war crime !

Both the United States and Iraq are Member-States of the United Nations and if there is a dispute between Member-States, the International Court of Justice is the place for such disputes – NOT the battlefield !

Perhaps, the Secretary-General has forgotten. One may remember that it was Kofi Annan, in 1994, whose indecisiveness contributed to the Rwandan massacres.

As Secretary-General of the United Nations, Kofi Annan can request that all U.N. personnel maintain their posts. He can also request that the Security Council meet to decide upon a Peace-Keeping Mission in Iraq to protect U.N. Inspectors who are continuing to do their work.
