ICC Issues Darfur Arrest Warrants; Sudan Balks

Article image THE HAGUE — Triggering a much-anticipated showdown with Khartoum, the International Criminal Court (ICC) issued on Wednesday, May 2, the first arrest warrants over the Darfur conflict but Sudan dug its heels in refusal.

"As the territorial state, the government of the Sudan has a legal duty to arrest Ahmed Haroun and Ali Kosheib," ICC chief prosecutor Luis Moreno-Ocampo said in a statement cited by Agence France Presse (AFP).

"This is the International Criminal Court's decision, and the government has to respect it."

The warrants accuse Haroun, the Sudanese Humanitarian Affairs State Minister, and militia leader Kosheib with a list of 51 counts including murder, torture and mass rape in Western Darfur in 2003 and 2004. MORE
