The revolt sweeping Iraq in opposition to foreign occupation has resulted in the White House and Pentagon ordering a reign of terror against all those who defy U.S. dictates. IRAQ AT THE BOILING POINT / L’IRAK AU POINT D’EBULLITION
April 7, 2004--The Iraqi revolt against occupation is spreading in qualitative developments. The Pentagon is reacting with a murderous iron fist that is making the popular Iraqi position increasingly clear to the world: that the occupation forces are indeed an enemy - not liberators.
In the last 72 hours, as the colonial force attempts to hold the country in a tight grip, the number of casualties has mounted, as Iraqi cities are besieged and bombed by missiles and tanks. Street fighting is raging throughout the country.
In a classic demonstration of colonial practices, the U.S. is conducting a widespread reign of terror. In fact, the U.S. and its allies are now conducting military operations in Ramadi, Baghdad, Basra, Mosul, Sadr, Adamiya, Kufa, Kut, Karabla, Amarah, Kirkuk, Mosul, Nasiriyah, Shula, and other cities and towns. The city of Fallujah has been exceptionally targeted. This is the same city where in the first weeks of the occupation U.S. troops took over a local school and killed 15 residents who were protesting the takeover of the facility.
Yet, this is not exactly George W. Bush's Vietnam. During Vietnam it took years for the majority of the people and most soldiers to turn against the war. This time, the people of the United States have learned within the span of only one year that the war against Iraq is not only based on outright fabrications and lies. One year after the occupation, and even before, the people of this country and the world are and have been turning against the occupation and the warmakers.
Although an allegation has been made that this is isolated "trouble" within a "Sunni Triangle," the revolt is in reality over an entire Iraqi rectangle encompassing nearly all areas - from north to south. Over the past three days, the previously simmering rejection of foreign occupation has evolved into a near full-scale revolt that has spread to many cities in the south of Iraq. All while the U.S. has implemented collective punishment against the people of Fallujah and other cities in the central part of the country.
In a predictable attempt at molding public opinion, the U.S. media continues to use racist stereotyping to characterize those who are resisting. The constant designation of the Iraqi people as "Sunnis" or "Shiites" is carefully calculated language designed to conceal the single most important fact: that the Iraqi people (Sunni and Shiite) believe that their country has been seized by foreign imperialist occupying forces and that they - as one people - are fighting to evict them.
If the analogy with Vietnam has validity, it is this: U.S. political leaders, again emboldened by arrogance and drunk with power, falsely believe that their possession of high tech weapons is sufficient to subdue small Third World countries seeking independence and sovereignty. The words associated with Vietnam - "debacle," "quagmire," etc. - are certainly apt for Bush's war and the occupation of Iraq.
But there are fundamental differences between the war in Vietnam and Iraq. The most important one being that the United States could, at the end of the day, disengage from Southeast Asia and withdraw from Vietnam. The policy planners and decision makers for the U.S. imperial establishment know full well that the United States military, political and economic structures will never voluntarily withdraw from Western Asia and Northern Africa, also known as the Middle East.
This is where the oil is. Not just in Iraq, but also throughout the Gulf region where two-thirds of the world's known petroleum reserves are located. This region is also the gateway to the rapidly expanding economies of East and Southeast Asia, the northern entrance to the African continent from Europe, and the where several strategic waterways are located: the Suez Canal, Gibraltar Strait, the Red Sea, and the Gulf. The Arab portion of that region is also simmering with a popular notion of unity and desire for full sovereignty spanning northern Africa and western Asia. It is where the Palestinian struggle anchors a populist anti-colonial sentiment, and where imposed proxy regimes are dependent in their existence directly on the U.S. In the heart of that region, there is Israel, the U.S.'s most important ally and power broker, functioning as a spearhead that simultaneously requires a political, economic and diplomatic cover and support from the U.S.
Absolute control - military control - over these highly strategic resources is the key to the exercise of hegemony in the world capitalist economy. If the United States were to leave, Japan, Germany, Britain, France would be quick to attempt to fill the void. Therefore, Bush does not contemplate withdrawing from Iraq as an option, nor would it be a considered option if Kerry replaces Bush in November.
The Bush gang opted to use naked military force as a means of further consolidating an existing U.S. dictatorship over the region. The project in Iraq was designed not only to crush the Iraqi government, it was seen as a means to a larger end. The plan was to build large-scale U.S. military bases in Iraq, establish in Baghdad the largest U.S. embassy (more than 3,000 personnel) in the world, and use Iraq as the launching pad for regime change throughout the region - the imposition of a true Pax Americana. Earlier U.S. governments, including the Clinton administration, also declared regime change in Iraq as the top priority in U.S-Iraq relations. The Bush administration, however, saw Iraq in a different light: that the conquest and takeover of Iraq would be used as a strategic pivot for the long-term reorganization and globalization of this region under U.S. authority.
This was not the first time the U.S. has utilized Iraq for this purpose. In 1955, the Baghdad Pact was orchestrated by Britain and the U.S. as a response to the emergence of the non-aligned movement that was established in Bandung, Indonesia by decolonizing movements and nations. The Iraqi people have never accepted that they should be pawns in someone else's geo-strategic chess board. They have always resisted colonialism. Tens of thousands of Iraqis have died already as their country was invaded and occupied. It is clear from the events of the recent days that so many Iraqis are enraged and disgusted with the occupation of their country that thousands and thousands of people are prepared to give their life rather than accept foreign domination.
The Iraqis are paying with their lives rather than be colonial subjects. Meanwhile, the young men and women of the foreign occupying forces, including U.S. troops, really just want to go home. They and their families know that contrary to the assertions of Rumsfeld, the U.S. forces are not considered liberators by the people. This is the classic equation for an unwinnable imperialist war. In this sense too, the conflict resembles Vietnam. The Vietnamese people were prepared to endure immeasurable sacrifice to reclaim control over the country against foreign occupying forces that, in turn, only wanted only to return to their families in one piece.
In the recent days, the U.S. media establishment has been filled with analysis and stories reflecting the grave concern within the political establishment that Bush's Iraq design may be creating the biggest crisis for U.S. imperialism since the collapse of the Soviet Union. The actions of Bush and Rumsfeld have catalyzed a revolt that is moving from an embryonic stage to a potential full-scale rebellion. Unable to prevent the spread of the rebellion by other means, the U.S. military is carrying out more murderous repression against the people, which in turn will inflame the situation in Iraq and throughout the region. Under these conditions, there is no actual exit or withdrawal strategy in site. Even should the U.S. succeed in outsourcing the occupation authority from Paul Bremmer to his hand picked Iraqi proxies, there will be no actual exit of U.S. military forces from Iraq.
Even the phony exit strategy is collapsing as the Pentagon brass ponders the current need, like General Westmoreland did 1967, to send thousands of additional troops to crush a rebellion that has its roots in the anti-colonial yearnings of an occupied people. Rumsfeld has said publicly that he is considering sending additional troops to Iraq. The Pentagon has relied not only on the 120,000-plus U.S. military forces but, according to Nightline on April 6, an estimated 10,000 to 15,000 "guns for hire" - U.S., British and South African mercenaries - that are now fighting in Iraq under the euphemistic label "private contractors."
The people of the world, including the people of the U.S., created an unprecedented mass movement in the last 18 months opposing Bush's war and subsequent occupation of Iraq. At this critical time it is urgent to take to the streets in emergency mobilizations to demand: U.S. Out of Iraq; Bring the Troops Home Now; Money for jobs, education and healthcare - Not for wars of aggression.

L’IRAK AU POINT D’EBULLITION
L’insurrection irakienne contre l’occupation s’intensifie en qualité. Le Pentagone réagit avec un poing de fer meurtrier, ce qui montre clairement au monde entier quelle est la situation réelle en Irak: les forces d’occupation sont bel et bien des ennemis – et non des libérateurs.
Ces dernières 72 heures, les forces coloniales ont tenté de resserrer leur contrôle sur le pays, nombre de villes irakiennes ont été assiégées et bombardées, ce qui s’est traduit par des pertes plus lourdes. Des combats de rues font rage à travers tout le pays.
Recourant à leurs pratiques coloniales classiques, les Etats-Unis installent partout le règne de la terreur. En fait, les Etats-Unis et leurs alliés mènent actuellement des opérations militaires à Ramadi, Bagdad, Bassora, Mossoul, Sadr, Adamiya, Kufa, Kut, Karabla, Amarah, Kirkuk, Nasiriyah, Shula ainsi que dans nombre d’autres villes. La ville de Fallujah est l’objet d’attentions toutes particulières. C’est dans cette même ville que les troupes américaines ont occupé une école et abattu 15 résidents qui protestaient sans violence aucune contre l’occupation des bâtiments scolaires.
Pourtant, l’Irak n’est pas exactement le Vietnam de George W. Bush. A l’époque de la guerre du Vietnam, il avait fallu attendre quelques années avant que la majorité du peuple et des soldats se retournent contre la guerre. Cette fois, le peuple des Etats-Unis a appris en un an à peine que la guerre contre l’Irak reposait non seulement sur des preuves fabriquées de toutes pièces et des mensonges. Un an après le début de l’occupation, voire plus tôt déjà, le peuple des Etats-Unis et du monde entier s’oppose ou s’est déjà opposé à l’occupation et aux fauteurs de guerre.
Bien qu’on ait prétendu que les actuels événements constituaient des « troubles » isolés au sein du « triangle sunnite », la révolte, en réalité, s’est généralisée dans tout le quadrilatère irakien et concerne la quasi-totalité des régions du Nord et du Sud. Ces trois derniers jours, le refus de l’occupation étrangère qui avait couvé jusqu’alors s’est mué en une insurrection à grande échelle, quasi généralisée, qui s’étend aujourd’hui à de nombreuses villes du Sud de l’Irak. Dans un même temps, les Etats-Unis ont appliqué un châtiment collectif contre la population de Fallujah et d’autres villes de la partie centrale du pays.
Dans une tentative prévisible de modeler l’opinion publique, les médias américains continuent à user de stéréotypes racistes pour caractériser ceux qui résistent. Le fait de désigner en permanence le peuple irakien en tant que « sunnites » ou « chiites » relève d’un langage savamment calculé et destiné à dissimuler un seul fait, mais d’une tout autre importance : à savoir que le peuple irakien (les sunnites comme les chiites) croit que des forces impérialistes étrangères d’occupation se sont emparées de son pays et que – en tant que peuple uni – il se bat pour les en chasser.
Si l’analogie avec le Vietnam réside dans un aspect bien réel, c’est celui-ci : les dirigeants politiques américains, une fois de plus enhardis par leur arrogance et enivrés de pouvoir, croient à tort que le fait d’avoir en leur possession des armes de haute technologie suffit pour soumettre des pays du tiers monde en quête d’indépendance et de souveraineté. Les mots que l’on a associés au Vietnam – « débâcle », « bourbier », etc. – sont certainement applicables à la guerre de Bush et à l’occupation de l’Irak.
Mais il y a des différences fondamentales entre la guerre au Vietnam et la guerre en Irak. La plus importante, c’est que les Etats-Unis ont été à même, au bout d’une seule journée, de se désengager de l’Asie du Sud-Est et de retirer leurs troupes du Vietnam. Les planificateurs et décideurs politiques de l’establishment impérial américain savent très bien que l’armée et les structures politiques et économiques des Etats-Unis ne se retireront jamais volontairement de l’Asie occidentale et de l’Afrique du Nord, c’est-à-dire du Moyen-Orient. C’est là où se trouve le pétrole. Pas rien qu’en Irak, mais également dans toute la région du Golfe où se situent deux tiers des réserves mondiales connues de pétrole. Cette région constitue également la porte vers les économies en rapide expansion de l’Asie de l’Est et du Sud-Est, en même temps que l’accès nord de l’Europe au continent africain, sans oublier que c’est également l’endroit où sont situées certaines voies d’eau stratégiques : le canal de Suez, le détroit de Gibraltar, la mer Rouge et le Golfe. La portion arabe de cette région frise également l’ébullition, avec un sentiment populaire d’unité et un désir d’entière souveraineté s’étendant sur toute l’Afrique du Nord et l’Asie occidentale. C’est également la région où la lutte palestinienne raffermit un sentiment anti-colonial populaire et où des régimes fantoches imposés dépendent directement des Etats-Unis pour leur existence. Au cœur de cette région, il y a aussi Israël, le principal allié et fondé de pouvoir des Etats-Unis, fonctionnant comme un fer de lance et qui requiert en même temps une couverture et un soutien politique, économique et diplomatique de la part des mêmes Etats-Unis.
Le contrôle – militaire – absolu sur ces ressources hautement stratégiques est la clé des visées hégémoniques de l’économie capitaliste mondiale. Si les Etats-Unis voulaient quitter l’Irak, le Japon, l’Allemagne, la Grande-Bretagne, la France se hâteraient de tenter de combler le vide. Par conséquent, Bush n’envisage nullement le retrait de l’Irak comme une option, et ce n’en sera pas une non plus, à coup sûr, si Kerry remplace Bush en novembre prochain.
Le gang Bush a choisi de recourir à la force militaire brutale en tant que moyen de poursuivre la consolidation de la dictature américaine déjà réelle sur la région. Le projet irakien était destiné non seulement à écraser le gouvernement irakien, il était également envisagé comme un moyen à plus long terme. Le plan prévoyait de construire des bases militaires américaines sur une grande échelle en Irak, d’établir à Bagdad la plus grosse ambassade américaine au monde (avec un personnel de plus de 3.000 agents) et d’utiliser l’Irak comme un tremplin à des changements de régimes à travers toute la région – bref, l’instauration d’une véritable Pax Americana. Les précédents gouvernements américains, y compris l’administration Clinton, avaient également fait d’un changement de régime en Irak une priorité dans les relations américano-irakiennes. Toutefois, l’administration Bush voyait l’Irak sous un tout autre éclairage : utiliser la conquête et la récupération de l’Irak comme un pivot stratégique en vue d’une réorganisation et d’une globalisation à long terme de toute la région sous autorité américaine.
Ce n’était pas la première fois que les Etats-Unis se servaient de l’Irak dans ce but. En 1955, le pacte de Bagdad avait été orchestré par la Grande-Bretagne et les Etats-Unis pour répondre à l’émergence du mouvement non aligné qui avait été lancé à Bandung, en Indonésie, par nombre de nations et de mouvements de décolonisation. Le peuple irakien n’a jamais accepté de faire fonction de pion sur l’échiquier géostratégique de quelqu’un d’autre. Il n’a jamais cessé non plus de résister au colonialisme.
Des dizaines de milliers d’Irakiens ont déjà perdu la vie au moment où leur pays a été envahi et occupé. Il est clair, au vu des événements de ces derniers jours, qu’un nombre tellement élevé d’Irakiens sont furieux et dégoûtés de l’occupation de leur pays que des milliers et des milliers d’entre eux sont disposés à donner leur vie plutôt que d’accepter une domination étrangère.
Les Irakiens préfèrent payer chèrement de leur personne plutôt que d’être les sujets d’une colonie. Pendant ce temps, les jeunes hommes et femmes des forces étrangères d’occupation, y compris les troupes américaines, aimeraient précisément rentrer chez eux. Eux et leurs familles savent que, contrairement aux affirmations de Rumsfeld, les forces américaines ne sont pas considérées comme des libérateurs par le peuple. Telle est l’équation classique d’une guerre impérialiste au bout de laquelle il n’est pas de victoire possible. Dans ce sens aussi, le conflit ressemble à la guerre du Vietnam. Le peuple vietnamien lui aussi s’était préparé à endurer d’incommensurables sacrifices en vue de revendiquer le contrôle de son pays face à des forces étrangères d’occupation qui, à leur tour, ne désiraient qu’une chose : pouvoir rentrer entiers dans leurs foyers.
Ces derniers jours, l’establishment des médias américains débordait d’analyses et de récits reflétant la grave inquiétude régnant au sein de l’establishment politique de ce que les desseins de Bush à propos de l’Irak pourraient provoquer la crise la plus grave pour l’impérialisme américain depuis l’effondrement de l’Union soviétique. Les actions de Bush et de Rumsfeld ont catalysé une révolte qui passe d’un stade embryonnaire à celui d’une potentielle rébellion totale. Incapable, par d’autres moyens, d’empêcher cette rébellion de s’étendre, l’armée américaine applique contre le peuple une répression de plus en plus meurtrière qui, à son tour, va enflammer la situation en Irak et dans toute la région. Dans ces conditions, il n’y a pas d’issue réelle ni de stratégie du retrait en vue. Même si les Etats-Unis devaient parvenir à transférer l’autorité d’occupation des mains de Paul Bremer dans celles des marionnettes irakiennes qu’ils ont aux-mêmes choisies, un véritable départ des forces armées américaines de l’Irak ne peut être envisagé.
Même la stratégie du repli bidon s’effondre, puisque les pontes à étoiles du Pentagone soupèsent la nécessité qu’il y a présentement, comme le fit le général Westmoreland en 1967, d’envoyer sur place des milliers d’hommes en renfort pour écraser une rébellion qui tire ses racines dans les clameurs anti-colonialistes d’un peuple occupé. Rumsfeld a déclaré publiquement qu’il envisageait d’envoyer des renforts en Irak. Le Pentagone a compté non seulement sur 120.000 hommes de l’US Army en plus mais, selon Nightline du 6 avril, sur des renforts composés, estime-t-on, de 10 à 15.000 « mercenaires » - américains, britanniques et sud-africains – qui, en fait, sont déjà à pied d’œuvre en Irak sous la désignation euphémique de « contractants privés ».
Ces 18 derniers mois, les peuples du monde, y compris le peuple des Etats-Unis, ont créé un mouvement de masse sans précédent s’opposant à la guerre de Bush et à l’occupation de l’Irak qui l’a suivie. En ce moment critique, il est urgent de mobiliser le plus vite possible et de redescendre à nouveau dans la rue afin d’exiger ceci :
Les Etats-Unis hors de l’Irak. Ramenez les troupes au pays,
De l’argent pour l’emploi, pour l’éducation et pour les soins de santé, et non pour les guerres d’agression.

IRAQ AT THE BOILING POINT / L’IRAK AU POINT D’EBULLITION
April 7, 2004--The Iraqi revolt against occupation is spreading in qualitative developments. The Pentagon is reacting with a murderous iron fist that is making the popular Iraqi position increasingly clear to the world: that the occupation forces are indeed an enemy - not liberators.
In the last 72 hours, as the colonial force attempts to hold the country in a tight grip, the number of casualties has mounted, as Iraqi cities are besieged and bombed by missiles and tanks. Street fighting is raging throughout the country.
In a classic demonstration of colonial practices, the U.S. is conducting a widespread reign of terror. In fact, the U.S. and its allies are now conducting military operations in Ramadi, Baghdad, Basra, Mosul, Sadr, Adamiya, Kufa, Kut, Karabla, Amarah, Kirkuk, Mosul, Nasiriyah, Shula, and other cities and towns. The city of Fallujah has been exceptionally targeted. This is the same city where in the first weeks of the occupation U.S. troops took over a local school and killed 15 residents who were protesting the takeover of the facility.
Yet, this is not exactly George W. Bush's Vietnam. During Vietnam it took years for the majority of the people and most soldiers to turn against the war. This time, the people of the United States have learned within the span of only one year that the war against Iraq is not only based on outright fabrications and lies. One year after the occupation, and even before, the people of this country and the world are and have been turning against the occupation and the warmakers.
Although an allegation has been made that this is isolated "trouble" within a "Sunni Triangle," the revolt is in reality over an entire Iraqi rectangle encompassing nearly all areas - from north to south. Over the past three days, the previously simmering rejection of foreign occupation has evolved into a near full-scale revolt that has spread to many cities in the south of Iraq. All while the U.S. has implemented collective punishment against the people of Fallujah and other cities in the central part of the country.
In a predictable attempt at molding public opinion, the U.S. media continues to use racist stereotyping to characterize those who are resisting. The constant designation of the Iraqi people as "Sunnis" or "Shiites" is carefully calculated language designed to conceal the single most important fact: that the Iraqi people (Sunni and Shiite) believe that their country has been seized by foreign imperialist occupying forces and that they - as one people - are fighting to evict them.
If the analogy with Vietnam has validity, it is this: U.S. political leaders, again emboldened by arrogance and drunk with power, falsely believe that their possession of high tech weapons is sufficient to subdue small Third World countries seeking independence and sovereignty. The words associated with Vietnam - "debacle," "quagmire," etc. - are certainly apt for Bush's war and the occupation of Iraq.
But there are fundamental differences between the war in Vietnam and Iraq. The most important one being that the United States could, at the end of the day, disengage from Southeast Asia and withdraw from Vietnam. The policy planners and decision makers for the U.S. imperial establishment know full well that the United States military, political and economic structures will never voluntarily withdraw from Western Asia and Northern Africa, also known as the Middle East.
This is where the oil is. Not just in Iraq, but also throughout the Gulf region where two-thirds of the world's known petroleum reserves are located. This region is also the gateway to the rapidly expanding economies of East and Southeast Asia, the northern entrance to the African continent from Europe, and the where several strategic waterways are located: the Suez Canal, Gibraltar Strait, the Red Sea, and the Gulf. The Arab portion of that region is also simmering with a popular notion of unity and desire for full sovereignty spanning northern Africa and western Asia. It is where the Palestinian struggle anchors a populist anti-colonial sentiment, and where imposed proxy regimes are dependent in their existence directly on the U.S. In the heart of that region, there is Israel, the U.S.'s most important ally and power broker, functioning as a spearhead that simultaneously requires a political, economic and diplomatic cover and support from the U.S.
Absolute control - military control - over these highly strategic resources is the key to the exercise of hegemony in the world capitalist economy. If the United States were to leave, Japan, Germany, Britain, France would be quick to attempt to fill the void. Therefore, Bush does not contemplate withdrawing from Iraq as an option, nor would it be a considered option if Kerry replaces Bush in November.
The Bush gang opted to use naked military force as a means of further consolidating an existing U.S. dictatorship over the region. The project in Iraq was designed not only to crush the Iraqi government, it was seen as a means to a larger end. The plan was to build large-scale U.S. military bases in Iraq, establish in Baghdad the largest U.S. embassy (more than 3,000 personnel) in the world, and use Iraq as the launching pad for regime change throughout the region - the imposition of a true Pax Americana. Earlier U.S. governments, including the Clinton administration, also declared regime change in Iraq as the top priority in U.S-Iraq relations. The Bush administration, however, saw Iraq in a different light: that the conquest and takeover of Iraq would be used as a strategic pivot for the long-term reorganization and globalization of this region under U.S. authority.
This was not the first time the U.S. has utilized Iraq for this purpose. In 1955, the Baghdad Pact was orchestrated by Britain and the U.S. as a response to the emergence of the non-aligned movement that was established in Bandung, Indonesia by decolonizing movements and nations. The Iraqi people have never accepted that they should be pawns in someone else's geo-strategic chess board. They have always resisted colonialism. Tens of thousands of Iraqis have died already as their country was invaded and occupied. It is clear from the events of the recent days that so many Iraqis are enraged and disgusted with the occupation of their country that thousands and thousands of people are prepared to give their life rather than accept foreign domination.
The Iraqis are paying with their lives rather than be colonial subjects. Meanwhile, the young men and women of the foreign occupying forces, including U.S. troops, really just want to go home. They and their families know that contrary to the assertions of Rumsfeld, the U.S. forces are not considered liberators by the people. This is the classic equation for an unwinnable imperialist war. In this sense too, the conflict resembles Vietnam. The Vietnamese people were prepared to endure immeasurable sacrifice to reclaim control over the country against foreign occupying forces that, in turn, only wanted only to return to their families in one piece.
In the recent days, the U.S. media establishment has been filled with analysis and stories reflecting the grave concern within the political establishment that Bush's Iraq design may be creating the biggest crisis for U.S. imperialism since the collapse of the Soviet Union. The actions of Bush and Rumsfeld have catalyzed a revolt that is moving from an embryonic stage to a potential full-scale rebellion. Unable to prevent the spread of the rebellion by other means, the U.S. military is carrying out more murderous repression against the people, which in turn will inflame the situation in Iraq and throughout the region. Under these conditions, there is no actual exit or withdrawal strategy in site. Even should the U.S. succeed in outsourcing the occupation authority from Paul Bremmer to his hand picked Iraqi proxies, there will be no actual exit of U.S. military forces from Iraq.
Even the phony exit strategy is collapsing as the Pentagon brass ponders the current need, like General Westmoreland did 1967, to send thousands of additional troops to crush a rebellion that has its roots in the anti-colonial yearnings of an occupied people. Rumsfeld has said publicly that he is considering sending additional troops to Iraq. The Pentagon has relied not only on the 120,000-plus U.S. military forces but, according to Nightline on April 6, an estimated 10,000 to 15,000 "guns for hire" - U.S., British and South African mercenaries - that are now fighting in Iraq under the euphemistic label "private contractors."
The people of the world, including the people of the U.S., created an unprecedented mass movement in the last 18 months opposing Bush's war and subsequent occupation of Iraq. At this critical time it is urgent to take to the streets in emergency mobilizations to demand: U.S. Out of Iraq; Bring the Troops Home Now; Money for jobs, education and healthcare - Not for wars of aggression.

L’IRAK AU POINT D’EBULLITION
L’insurrection irakienne contre l’occupation s’intensifie en qualité. Le Pentagone réagit avec un poing de fer meurtrier, ce qui montre clairement au monde entier quelle est la situation réelle en Irak: les forces d’occupation sont bel et bien des ennemis – et non des libérateurs.
Ces dernières 72 heures, les forces coloniales ont tenté de resserrer leur contrôle sur le pays, nombre de villes irakiennes ont été assiégées et bombardées, ce qui s’est traduit par des pertes plus lourdes. Des combats de rues font rage à travers tout le pays.
Recourant à leurs pratiques coloniales classiques, les Etats-Unis installent partout le règne de la terreur. En fait, les Etats-Unis et leurs alliés mènent actuellement des opérations militaires à Ramadi, Bagdad, Bassora, Mossoul, Sadr, Adamiya, Kufa, Kut, Karabla, Amarah, Kirkuk, Nasiriyah, Shula ainsi que dans nombre d’autres villes. La ville de Fallujah est l’objet d’attentions toutes particulières. C’est dans cette même ville que les troupes américaines ont occupé une école et abattu 15 résidents qui protestaient sans violence aucune contre l’occupation des bâtiments scolaires.
Pourtant, l’Irak n’est pas exactement le Vietnam de George W. Bush. A l’époque de la guerre du Vietnam, il avait fallu attendre quelques années avant que la majorité du peuple et des soldats se retournent contre la guerre. Cette fois, le peuple des Etats-Unis a appris en un an à peine que la guerre contre l’Irak reposait non seulement sur des preuves fabriquées de toutes pièces et des mensonges. Un an après le début de l’occupation, voire plus tôt déjà, le peuple des Etats-Unis et du monde entier s’oppose ou s’est déjà opposé à l’occupation et aux fauteurs de guerre.
Bien qu’on ait prétendu que les actuels événements constituaient des « troubles » isolés au sein du « triangle sunnite », la révolte, en réalité, s’est généralisée dans tout le quadrilatère irakien et concerne la quasi-totalité des régions du Nord et du Sud. Ces trois derniers jours, le refus de l’occupation étrangère qui avait couvé jusqu’alors s’est mué en une insurrection à grande échelle, quasi généralisée, qui s’étend aujourd’hui à de nombreuses villes du Sud de l’Irak. Dans un même temps, les Etats-Unis ont appliqué un châtiment collectif contre la population de Fallujah et d’autres villes de la partie centrale du pays.
Dans une tentative prévisible de modeler l’opinion publique, les médias américains continuent à user de stéréotypes racistes pour caractériser ceux qui résistent. Le fait de désigner en permanence le peuple irakien en tant que « sunnites » ou « chiites » relève d’un langage savamment calculé et destiné à dissimuler un seul fait, mais d’une tout autre importance : à savoir que le peuple irakien (les sunnites comme les chiites) croit que des forces impérialistes étrangères d’occupation se sont emparées de son pays et que – en tant que peuple uni – il se bat pour les en chasser.
Si l’analogie avec le Vietnam réside dans un aspect bien réel, c’est celui-ci : les dirigeants politiques américains, une fois de plus enhardis par leur arrogance et enivrés de pouvoir, croient à tort que le fait d’avoir en leur possession des armes de haute technologie suffit pour soumettre des pays du tiers monde en quête d’indépendance et de souveraineté. Les mots que l’on a associés au Vietnam – « débâcle », « bourbier », etc. – sont certainement applicables à la guerre de Bush et à l’occupation de l’Irak.
Mais il y a des différences fondamentales entre la guerre au Vietnam et la guerre en Irak. La plus importante, c’est que les Etats-Unis ont été à même, au bout d’une seule journée, de se désengager de l’Asie du Sud-Est et de retirer leurs troupes du Vietnam. Les planificateurs et décideurs politiques de l’establishment impérial américain savent très bien que l’armée et les structures politiques et économiques des Etats-Unis ne se retireront jamais volontairement de l’Asie occidentale et de l’Afrique du Nord, c’est-à-dire du Moyen-Orient. C’est là où se trouve le pétrole. Pas rien qu’en Irak, mais également dans toute la région du Golfe où se situent deux tiers des réserves mondiales connues de pétrole. Cette région constitue également la porte vers les économies en rapide expansion de l’Asie de l’Est et du Sud-Est, en même temps que l’accès nord de l’Europe au continent africain, sans oublier que c’est également l’endroit où sont situées certaines voies d’eau stratégiques : le canal de Suez, le détroit de Gibraltar, la mer Rouge et le Golfe. La portion arabe de cette région frise également l’ébullition, avec un sentiment populaire d’unité et un désir d’entière souveraineté s’étendant sur toute l’Afrique du Nord et l’Asie occidentale. C’est également la région où la lutte palestinienne raffermit un sentiment anti-colonial populaire et où des régimes fantoches imposés dépendent directement des Etats-Unis pour leur existence. Au cœur de cette région, il y a aussi Israël, le principal allié et fondé de pouvoir des Etats-Unis, fonctionnant comme un fer de lance et qui requiert en même temps une couverture et un soutien politique, économique et diplomatique de la part des mêmes Etats-Unis.
Le contrôle – militaire – absolu sur ces ressources hautement stratégiques est la clé des visées hégémoniques de l’économie capitaliste mondiale. Si les Etats-Unis voulaient quitter l’Irak, le Japon, l’Allemagne, la Grande-Bretagne, la France se hâteraient de tenter de combler le vide. Par conséquent, Bush n’envisage nullement le retrait de l’Irak comme une option, et ce n’en sera pas une non plus, à coup sûr, si Kerry remplace Bush en novembre prochain.
Le gang Bush a choisi de recourir à la force militaire brutale en tant que moyen de poursuivre la consolidation de la dictature américaine déjà réelle sur la région. Le projet irakien était destiné non seulement à écraser le gouvernement irakien, il était également envisagé comme un moyen à plus long terme. Le plan prévoyait de construire des bases militaires américaines sur une grande échelle en Irak, d’établir à Bagdad la plus grosse ambassade américaine au monde (avec un personnel de plus de 3.000 agents) et d’utiliser l’Irak comme un tremplin à des changements de régimes à travers toute la région – bref, l’instauration d’une véritable Pax Americana. Les précédents gouvernements américains, y compris l’administration Clinton, avaient également fait d’un changement de régime en Irak une priorité dans les relations américano-irakiennes. Toutefois, l’administration Bush voyait l’Irak sous un tout autre éclairage : utiliser la conquête et la récupération de l’Irak comme un pivot stratégique en vue d’une réorganisation et d’une globalisation à long terme de toute la région sous autorité américaine.
Ce n’était pas la première fois que les Etats-Unis se servaient de l’Irak dans ce but. En 1955, le pacte de Bagdad avait été orchestré par la Grande-Bretagne et les Etats-Unis pour répondre à l’émergence du mouvement non aligné qui avait été lancé à Bandung, en Indonésie, par nombre de nations et de mouvements de décolonisation. Le peuple irakien n’a jamais accepté de faire fonction de pion sur l’échiquier géostratégique de quelqu’un d’autre. Il n’a jamais cessé non plus de résister au colonialisme.
Des dizaines de milliers d’Irakiens ont déjà perdu la vie au moment où leur pays a été envahi et occupé. Il est clair, au vu des événements de ces derniers jours, qu’un nombre tellement élevé d’Irakiens sont furieux et dégoûtés de l’occupation de leur pays que des milliers et des milliers d’entre eux sont disposés à donner leur vie plutôt que d’accepter une domination étrangère.
Les Irakiens préfèrent payer chèrement de leur personne plutôt que d’être les sujets d’une colonie. Pendant ce temps, les jeunes hommes et femmes des forces étrangères d’occupation, y compris les troupes américaines, aimeraient précisément rentrer chez eux. Eux et leurs familles savent que, contrairement aux affirmations de Rumsfeld, les forces américaines ne sont pas considérées comme des libérateurs par le peuple. Telle est l’équation classique d’une guerre impérialiste au bout de laquelle il n’est pas de victoire possible. Dans ce sens aussi, le conflit ressemble à la guerre du Vietnam. Le peuple vietnamien lui aussi s’était préparé à endurer d’incommensurables sacrifices en vue de revendiquer le contrôle de son pays face à des forces étrangères d’occupation qui, à leur tour, ne désiraient qu’une chose : pouvoir rentrer entiers dans leurs foyers.
Ces derniers jours, l’establishment des médias américains débordait d’analyses et de récits reflétant la grave inquiétude régnant au sein de l’establishment politique de ce que les desseins de Bush à propos de l’Irak pourraient provoquer la crise la plus grave pour l’impérialisme américain depuis l’effondrement de l’Union soviétique. Les actions de Bush et de Rumsfeld ont catalysé une révolte qui passe d’un stade embryonnaire à celui d’une potentielle rébellion totale. Incapable, par d’autres moyens, d’empêcher cette rébellion de s’étendre, l’armée américaine applique contre le peuple une répression de plus en plus meurtrière qui, à son tour, va enflammer la situation en Irak et dans toute la région. Dans ces conditions, il n’y a pas d’issue réelle ni de stratégie du retrait en vue. Même si les Etats-Unis devaient parvenir à transférer l’autorité d’occupation des mains de Paul Bremer dans celles des marionnettes irakiennes qu’ils ont aux-mêmes choisies, un véritable départ des forces armées américaines de l’Irak ne peut être envisagé.
Même la stratégie du repli bidon s’effondre, puisque les pontes à étoiles du Pentagone soupèsent la nécessité qu’il y a présentement, comme le fit le général Westmoreland en 1967, d’envoyer sur place des milliers d’hommes en renfort pour écraser une rébellion qui tire ses racines dans les clameurs anti-colonialistes d’un peuple occupé. Rumsfeld a déclaré publiquement qu’il envisageait d’envoyer des renforts en Irak. Le Pentagone a compté non seulement sur 120.000 hommes de l’US Army en plus mais, selon Nightline du 6 avril, sur des renforts composés, estime-t-on, de 10 à 15.000 « mercenaires » - américains, britanniques et sud-africains – qui, en fait, sont déjà à pied d’œuvre en Irak sous la désignation euphémique de « contractants privés ».
Ces 18 derniers mois, les peuples du monde, y compris le peuple des Etats-Unis, ont créé un mouvement de masse sans précédent s’opposant à la guerre de Bush et à l’occupation de l’Irak qui l’a suivie. En ce moment critique, il est urgent de mobiliser le plus vite possible et de redescendre à nouveau dans la rue afin d’exiger ceci :
Les Etats-Unis hors de l’Irak. Ramenez les troupes au pays,
De l’argent pour l’emploi, pour l’éducation et pour les soins de santé, et non pour les guerres d’agression.
