VIENNA, 3 December 2003

Afghanistan's Foreign Minister Dr. Abdullah Abdullah will address the decision-making body of the 55-nation OSCE, the Permanent Council, in Vienna on Thursday, 4 December.

Afghanistan, which borders three OSCE participating States - Turkmenistan, Uzbekistan and Tajikistan - became an OSCE Partner for Co-operation in April this year.
As a partner, Afghanistan is invited to attend high-level OSCE meetings, such as the 11th Ministerial Council Dr. Abdullah attended in Maastricht this week, as well as to participate in more regular activities on economic, human dimension and security matters.
